What BUR is
Built-up roofing is the original low-slope system: three to five alternating layers of bitumen and reinforcing felt, finished with aggregate (gravel), a mineral cap sheet, or a reflective coating. The redundancy is structural to the concept — water must find a path through every ply.

New BUR specification has narrowed to owners and institutions that prize its proven longevity and abuse-tolerance (campuses, government, industrial) and regions that retain strong BUR crews. Decision framework (for existing BUR)
- Condition first. Core cuts and a moisture survey tell you whether the plies are dry. Dry BUR is a maintenance asset; saturated BUR is a replacement conversation.
- Coat or not. Sound but UV-tired BUR is a strong coating candidate.
- Replacement path. When BUR retires, structure (weight capacity), insulation upgrades, and code-required attachment usually push replacement toward mod-bit or single-ply — get the structural analysis before the bids.
Common failure modes
- Membrane fatigue and alligatoring of exposed bitumen.
- Blistering from interply moisture.
- Gravel displacement exposing felts (and hiding damage from inspectors).
- Flashing failure — as everywhere, the details lead.

Cost considerations
New BUR is labor-intensive and often the most expensive common system first-cost; its defense is cost-per-service-year on long holds. Maintenance and coating economics are typically favorable because the substrate tolerates work so well. Regional installed-cost ranges vary too widely to state a single national figure honestly; request full-assembly quotes with identical ply counts and surfacing before comparing.

Annual professional inspection plus post-storm checks; keep gravel evenly distributed; watch drains for granule/gravel migration; address exposed felts immediately; maintain flashings aggressively — BUR fields outlive their details.

Our BUR is 25 years old and doesn’t leak. Replace it? Not on age alone. Commission a moisture survey and core sample. Dry, adhered BUR at 25 can have real life left — and is often coatable. Run Repair or Replace with data, not anniversaries.
Is gravel on the roof a problem? No — surfacing aggregate is part of the system (UV and fire protection). Displaced or missing gravel is the problem to flag.
Why are BUR bids so different from each other? Ply count, surfacing, tear-off scope, and insulation are frequently unequal across bids. Force identical specifications before comparing numbers.
